However, a whopping amount of military imports like this seems not enough
as a military deterrent, especially in terms of geographical location of
R.O.K., to take up a stand-alone position against the present and clear
threats from North Korea and other neighboring superpowers, so without responding
sufficient and state-of-the-art military technologies, Korean could not
be said to be really up to the accelerating expansions and upgrading of
their assaulting powers in the name of defensive forces by North Korean
and the other forces said above.
Considering what is peacefully in store for R.O.K. in their national security
and passing through the next New Millennium as their jump-up start, Koreans
deeply realize that now is the time to do something for their own future
-oriented intelligence information system and more upgraded sophisticated
military equipment.
Fortunately, with the military expenditures suspended for the past 2 years
at home, the IMF system and the nationwide endeavors working out efficiently,
Koreans are getting out their economic crisis with some kind of success,
while Ministry of National Defense(MND) of Korea is trying to make Korean
forces newly reborn as a better defense system fit in the future world for
10 to 15 years to come.
More than anything else, MND of R.O.K. has announced that the corruption
and bribery should be absolutely cleared, which has been so often surfaced
from Force Improvement Programs(an old name, Yul-Kok Project), continuously
promoted since 1974, and to make the business more transparent and fairer,
the authority is presently working on declassifying the previously classified
items and all procurement process including its onset stages of military
imports and getting them clearly open to the people of the Republic and
the international businesspersons concerned. And presently it is effect.
Consequently, from now on, any lack of, and inaccessibility to, Foreign
Weapon System Acquisition of MND, Korea may not have the international military
manufacturers and suppliers excluded from joining in the business opportunities.
Meanwhile, Defense Procurement Agency has improved and simplified the details
of regulations and procedures in the Commercial Bidding for Military Equipment
and Spare Parts. Especially since 1999, the authority has introduced and
operated a special consultant board of civilian experts on the items to
make negotiation capabilities better during international contracts, which
would lead to the definite preparation for DPA to be out of infamy of being
incapable of making international negotiations and, therefore causing the
national budget wasting under an extant WTO system meaning an unlimited
global trade racing.
