Plan and Estimation of Foreign Procurement
aaaThe
military reports the procurement materials for next year they need
to Defense Procurement Agency(DPA) by the end of September every
year. The reported contents are the relevant equipment, National
Stock Number(NSN), Part Number(P/N), the quantity, the budget and
the payment demended. DPA examines the contents thoroughly and sets
up a prearranged plan about when, where, how to porcure called 'Estimation
of Procurement'.

2. Invitation for Bid (IFB)
aaaThere
are a preliminary invitaion and a regular one in IFB. Though the
preliminary invitation is executed according to a specipic law of
procurement, it is not necessary. This is executed from December
to the early of January of the next year(the year concerned), and
can simply be understand as a process to shorten the administrative
period of procurement as it's being corrected if there's an error
before the regular invitation for bid. Therefore the company wanting
to participate the bid should put this period to use as a chance
to reexamine the discriminating data of items.

the period of IFB is for 10days by law, the regular invitation of
a specific procurement is generally longer than 40days. An item
notified preliminarily in foreign procurement, however, is notified
for 24days and also an urgent invitation or a reinvitation-item
gets only for 10days. For this reason, these articles below should
be carefully confirmed to prepare the bid.
